Plain English
Active and passive — and why the passive side decides your next decade.
Passive infrastructure is everything that carries signal without power: cable, keystone jacks, faceplates, patch panels, racks, trays and fibre. Active infrastructure is everything that needs power and processes signal: switches, routers, access points, NVRs, IP phones and cameras. You will replace the active kit two or three times over the life of a single passive installation, which is why cutting corners on cable is the most expensive saving in the building.
The rules are not negotiable physics. ANSI/TIA-568 allows a 90 metre permanent link plus 10 metres of patch cords — 100 metres of channel, total. Cat6 carries 10 Gbps only for short runs; Cat6A holds it to the full distance. Anything beyond 100 metres, or between floors and buildings, moves to fibre — OM4 multimode inside, OS2 singlemode for longer backbone.
Power over Ethernet is what makes a modern office tidy: 802.3af delivers about 15 W, 802.3at (PoE+) 30 W, and 802.3bt up to 60–90 W for PTZ cameras and high-density access points. Budget the switch for the total load with headroom, or the last camera on the panel will reboot every evening when the IR illuminators come on.

Design, drawings and a bill of materials you can tender
Floor-plate node counts, rack elevations, pathway routing per TIA-569, port schedules and a specified BoM. Because the scope is written down, three vendors can quote the same job and you can actually compare them.
Structured cabling to standard, certified on completion
Cat6 or Cat6A horizontal cabling, fibre backbone where distance demands it, correct bend radius, minimum untwist at termination, copper kept clear of power runs, and every link certified on a Fluke DSX against permanent-link and channel limits. Test reports are handed over as a file, not a verbal assurance.
Active install: switching, Wi-Fi, firewall and voice
Managed switches with VLANs separating staff, guest, CCTV, voice and building systems; Wi-Fi 6/6E access points placed from a survey rather than by eye; firewall and internet handover; IP phones and softphones configured with the users who will use them.
CCTV, AV, printers and everything else on the wall
IP camera mounting and cabling with an NVR sized to your real retention requirement, projectors and displays over HDMI or HDBaseT where the run exceeds 15 metres, network printers with fixed reservations, access control and biometric readers, plus the trays, conduits, earthing and TIA-606 labelling that keep it maintainable.
